Dr Arman Kacharian is a medical oncologist by profession. He graduated from Bogomolets National Medical University and completed his medical oncology internship at the National Cancer Institute (NCI) in Kyiv.

In April 2019, he joined the Ministry of Health of Ukraine as a civil servant and later served as Deputy Director of the Department of Advanced Medical Care, Technologies and Innovations. During his tenure, he contributed to key national initiatives, including the launch of Ukraine’s first Program of Medical Guarantees and the development of the National Cancer Control Program.

Since the start of the full-scale war, Dr Kacharian has served as the Ministry of Health’s focal point for international medical evacuations, coordinating the transfer of patients abroad for continued treatment.

In July 2025, he was appointed Medical Director of the National Cancer Institute of Ukraine, where he leads efforts to modernise oncology services, strengthen international cooperation, and expand patient access to innovative therapies.
